Moving goods through the Port of Dover and Eurotunnel with an ATA Carnet from 1 January 2021
From 1 January 2021, the Port of Dover and Eurotunnel cannot process ATA Carnets, so find out where to go when moving goods with an ATA Carnet.

The ATA Carnet is an international customs document. It can be used to temporarily import and export non-perishable goods that are tax-free and duty-free for up to one year.
From 1 January 2021, if you’re moving goods with an ATA Carnet through Port of Dover or Eurotunnel, you will need to go to alternative sites to process your ATA Carnet.
If these alternative sites are full, you might be diverted to another location. The police or Highways England will let you know if there are any diversions.
Check if any diversions are in place before you travel to the port on Highways England’s website.
If traffic management systems in Kent – known as Operation Brock – are activated, border readiness checks will take place in traffic queues.
If you’re a haulier and do not have all the correct documents to cross the border, you’ll be told to go to a holding site in Ashford or Manston Airport. Once you get there, you will have a limited period to establish what you need to do to be able to cross the border.
Entering the UK through the Port of Dover
You will need to go to Dover Western Docks to have your ATA Carnet processed:

Leaving the UK through the Port of Dover or Eurotunnel
To have your ATA Carnet processed, you will need to go to either:
Roads close to the Port of Dover and Eurotunnel are likely to be very busy, so you should consider going to either North Weald Airfield or Ebbsfleet International Station.
If you’re in a heavy goods vehicle (HGV) and diversions are in place, you will need to go to Manston Airport.
