Moving goods through the Port of Dover and Eurotunnel using common transit from 1 January 2021

From 1 January 2021, find alternative offices of destination or departure when moving goods under Common Transit Convention through the Port of Dover or Eurotunnel.

New rules for January 2021

The UK has left the EU, and the transition period after Brexit comes to an end this year.

The UK will remain in the Common Transit Convention (CTC) from 1 January 2021.

If you are moving goods under the CTC the goods must:

  • start from an office of departure (a government office) or an authorised consignor’s premises (your own or an agent’s premises)
  • pass through an office of transit when entering a new customs area to allow the entry of your goods to be recorded
  • end at an office of destination (a government office) or an authorised consignee’s premises (your own or an agent’s premises)

From 1 January 2021, if you need to attend a government office of destination or departure you will need to go to an inland border facility if you’re travelling through the Port of Dover and Eurotunnel. These sites have been developed to provide additional capacity where this cannot be provided at the port.

Before starting your journey you will need to prepare your goods and plan your route. You also need to check how to complete the different declarations you’ll need.

On occasion we may ask you to present your documents and goods for inspection regardless of whether you are planning to attend the inland facility or not.

If that is the case a message will be issued by the Goods Vehicle Monitoring System and you will be directed to an inland border facility.

If you are attending an inland border facility for goods or documents to be inspected, you will need to inform staff upon arrival at the inland border facility of the reason for your attendance.

Check if any diversions are in place before you travel to the port on Highways England’s website.

If diversions are in place to manage freight traffic on the major roads leading to the Port of Dover, you will need to go to:

Manston Airport is open 24 hours a day, 7 days a week when specific traffic management measures are in place in Kent.

Importing goods through the Port of Dover

If you’re not ending the movement of your goods at an authorised consignee’s premises, your primary office of destination is at Dover Western Docks or the Sevington inland border facility as your secondary choice. This will also apply if your goods or documents need to be inspected.

Moving goods through the Port of Dover and Eurotunnel with an ATA Carnet from 1 January 2021

From 1 January 2021, the Port of Dover and Eurotunnel cannot process ATA Carnets, so find out where to go when moving goods with an ATA Carnet.

The ATA Carnet is an international customs document. It can be used to temporarily import and export non-perishable goods that are tax-free and duty-free for up to one year.

ATA Carnets will usually be processed at the port. However, from 1 January 2021, if you’re moving goods with an ATA Carnet through the Port of Dover or Eurotunnel, you will need to go to a government inland border facility to process your ATA Carnet.

Check if any diversions are in place before you travel to the port on Highways England’s website.

Entering the UK through the Port of Dover

You will need to go to Dover Western Docks to have your ATA Carnet processed:

Leaving the UK through the Port of Dover or Eurotunnel

To have your ATA Carnet processed, you will need to go to one of the following:

Roads close to the Port of Dover and Eurotunnel are likely to be very busy, so you should consider going to either North Weald inland border facility or Ebbsfleet inland border facility.

If you’re in a heavy goods vehicle (HGV) and diversions are in place, you will need to go to Manston Airport.

Transporting live animals under an ATA Carnet

When you tell the Border Force about your travel plans, you also need to tell them that you are transporting live animals.

This will help them to prioritise the processing of your ATA Carnet.

If you’re a UK trader transporting live animals you’ll need to lodge a travel plan with Defra before you start your journey.

Transporting fresh and live seafood or day-old chicks to the EU from 1 January 2021

What to do if your heavy goods vehicle (HGV) is carrying exclusively fresh and live seafood or day-old chicks and there is severe disruption at Dover or Eurotunnel.

There are no reports of severe disruption at the moment. There is no priority for heavy goods vehicles (HGVs) carrying exclusively specific fresh and live seafood for human consumption or day-old chicks.

Priority when there is severe disruption

When there is severe disruption, you will be diverted to a prioritisation control site if you’re carrying exclusively specific fresh and live seafood for human consumption or day-old chicks.

You’ll go through a few checks before you’re able to bypass the Kent traffic management system (Operation Brock) queues between junctions 8 and 9. You’ll need to present documents to prove you’re carrying one of the categories of prioritised goods. This aim is to minimise delays for prioritised vehicles through the traffic management system in Kent if it is needed.

There will be no change to EU import controls.

Move goods through Dover or by Eurotunnel

HGV drivers or designated hauliers will need to use the Check an HGV is ready to cross the border service to:

  • check if they have all the paperwork they need to cross the border
  • get a Kent Access Permit (KAP) before they travel through Kent

This applies whether the HGV is carrying goods or not. If an HGV is empty the driver must still declare this on the Check an HGV is ready to cross the border service and get a valid KAP.

The KAP will be valid for a 24 hour period. The person using the service will be able to select the date and time they would like the KAP to start.

HGV drivers travelling toward the Port of Dover or Eurotunnel could be stopped and fined up to £300 for:

  • entering the road network in Kent without having a KAP
  • making false declarations
